What are Schedule I and Schedule II developments?

Schedule I developments are projects which by virtue of their nature or scale are always likely to have significant environmental effects. Schedule I developments require an EIA.

An EIA is only required for a Schedule 2 project if it is judged likely to have significant environmental effects.

Your development is likely to be considered a “Schedule 1 Development” if it is associated with any of the following processes or activities:

  • Crude oil refineries and installations for the gasification and liquefaction of coal.
  • Power stations including Thermal and Nuclear power stations, and any other nuclear reactors, plus installations designed to produce, treat, dispose or store radioactive materials.
  • Integrated works and installations for the smelting of non-ferrous ore, as well as initial smelting of cast–iron and steel.
  • Installations for the production or extraction of asbestos, or the processing of asbestos containing materials.
  • Integrated chemical installations – i.e. installations for the manufacture of substances using chemical conversion processes
  • Construction of railway lines, runways, motorways and new roads of four or more lanes.
  • Inland and outland ports and waterways allowing the passage of vehicles of over 1350 tonnes.
  • Waste disposal installations for incineration, chemical treatment or landfill of hazardous waste; or of non-hazardous waste with a capacity exceeding 100 tonnes per day.
  • Groundwater abstraction or artificial groundwater recharge schemes exceeding 10 million cubic meters.
  • Works for the transfer of water resources to prevent water shortages, other than piped water, exceeding 100 million cubic meters of water per year. In all other cases than this, works where the amount of water transferred exceeds 2 000 million cubic meters per year.
  • Waste water treatment plants with a capacity exceeding 150 000 population equivalent.
  • Large scale extraction of petroleum and natural gas for commercial purposes.
  • Dams and other installations designed for holding back or storage of water in excess of 10 million cubic meters
  • Pipelines with a diameter exceeding 800mm and a length of 40 km; for the transport of gas, oil or chemicals.
  • Installations for the intensive rearing of poultry or pigs.
  • Industrial plants for pulp from timber of similar fibrous products, or the production of paper and board exceeding 200 tonnes per day.
  • Quarries and open-cast mining where the surface of the site exceeds 25 hectares or peat extraction over an area exceeding 150 hectares.
  • Installations for storage of petroleum, or for storage of petroleum, petrochemical or chemical products, with a capacity of 200 000 tonnes or more.
