Identification of Capital Projects for Grant Funding

Public Sector organisations in Northern Ireland are eligible to apply for grant funding for energy efficiency projects through the Northern Ireland Public Sector Energy Committee’s (PSEC) Central Energy Efficiency Fund.

A number of project categories covering various energy efficiency technologies are defined, and bids for funding are invited for projects with capital costs of £2,500 and above. Paybacks of between one and five years for most categories of energy efficiency technology can be expected, up to seven years for combined heat and power projects, and up to eight years for renewable energy projects.

Abricon were commissioned by the Carbon Trust Northern Ireland in March 2005 to help the United Hospitals Trust identify suitable projects to go forward for consideration by the PSEC Central Energy Efficiency Fund.

Three hospitals were visited, and projects with a total capital value of £450,000 were identified. This ultimately gave rise to estimated carbon savings of 1,400 tCO2/year, associated cost savings of £142,000/year, and a combined payback period of only 3.2 years.

Projects identified in particular included the decentralisation of steam systems, with incorporation of combined heat and power (CHP), and retrofit of enhanced heating controls.
