SHE Management System development, including oil spill response procedures,
Russian Fed

Client: European Bank for Reconstruction and Development
Location: Sakhalin Island, Russian Federation
Date: 2002 - 2004
Project: Development of an improved EHS/Oil Spill Response Management System

Abricon managed a two year programme, working with the Russian oil company, Rosneft-SMNG.

The purpose was to examine existing company EHS/OSR management practices, perform a gap analysis against (Western) industry best practice, and work with SMNG management and staff to put in place ISO-compliant system elements, procedures, and training programmes.

SMNG has been working on Sakhalin Island for over 75 years, resulting in numerous environmental problems. A significant loan by EBRD, 92 million, was made available to address many of the technical and environmental investments required and also provided for further capacity building.

A consortium managed and headed by Abricon was appointed by EBRD to ensure that future operational practices did not add to present levels of contamination on the Island, that oil spill releases to the surrounding marine environment were avoided and that the business was run so as to maximise compliance, increase resource efficiency, minimise EHS risk, and improve stakeholder engagement.

The programme was funded by the European Bank for Reconstruction and Development (EBRD), the Japanese Government and by Rosneft-SMNG.
